I just picked up this ruleset. I haven't read it yet but it looks pretty cool.

I tend to check out most of the Osprey wargames eventually. I would be interested to know more about this one and try it some time.

I saw it at G+. Not interested enough to buy it, but if you run something i've got a bunch of cops figures that could be useful in such a game .
I'm eagerly awaiting the Osprey rulesets Dragon Rampant and Rogue Stars. I completed the IHMN set with Heroes Villans and Fiends when I picked up my auction cash.

Finally started reading this... 4 stats that set target numbers. mostly opposed rolls. It uses playing cards to randomize activations for different troop types. You only get one action per activation, but most models activate twice a turn. Leaders get a third.
There are rules for stealth, civilians, neutrals, vehicles, etc.
It isn't overly complicated, and could easily be adapted to any modern or post modern setting. I think it would make a good "humans only" post apoc ruleset.
